Slovenian Government Tackles Housing Issue
The government plans to allocate €25.5 million from the budget to the Housing Fund of the Republic of Slovenia for recapitalization. Slovenian Government Tackles Housing Issue. The State Housing Fund will provide €25.5 million in long-term loans at favorable interest rates to legal entities for the acquisition of non-profit rental apartments or for joint investments and partnerships that involve cooperation with municipalities and non-profit housing organizations for the acquisition of non-profit rental apartments.
Potential Co-financing for 18 Projects
According to the proposed resolution, the State Housing Fund will establish a co-financing program for providing public rental housing in 2024 and 2025. The government plans to publish the program this summer. Based on requests from municipalities and funds, there is potential co-financing for 18 projects that are either already under construction, have received building permits, or plan to obtain them in the near future. The list includes 10 housing fund projects (440 apartments) and 8 municipal projects (149 apartments) with a total value of €94 million.
Major Projects Likely to be Co-financed by the State.
The largest projects that might be co-financed by the state will be implemented by the Ljubljana Housing Fund in Lubljana:
– 99 apartments in Rakova Jelša, to be completed by the end of 2025, costing €15.9 million,
– 97 apartments on Litijska and Pesarska streets, also to be completed by the end of 2025, costing €14.5 million, and
– 87 apartments on Zvezdna street, expected to cost €9.4 million, with construction to be completed within a year and a half.
How Much Public Housing Do We Need?
Every two years, the State Housing Fund conducts a survey on the need for public housing in local communities. For the latest report from May last year, housing funds from 159 municipalities provided data. They report a need for 15,000 housing units, of which 703 are residential units and 14,298 are rental apartments owned by the state. The estimated need has increased by more than 1,300 apartments compared to 2021.
For the co-financing program for providing public rental housing in 2022 and 2023, a total of €10 million from the housing fund’s own resources was planned, but it was exhausted before the end of the program.
4,825 Apartments by 2027
In June 2023, the Ministry of Solidarity Future began surveying housing funds and municipalities about planned housing projects. So far, the ministry has received data from 32 municipalities and 9 housing funds, which plan to implement 118 projects with 4,825 apartments by 2027. These projects are in various stages of development (from obtaining project documentation to construction), and land has already been acquired for all of them.
